MYGOSSCON 2012 - Thank You Note

Launch of MyGOSSCON 2012 by Director General MAMPU, Dato' Mohamad Zabidi Zainal.

The OSCC MAMPU team would like to express sincerest gratitude to all speakers, participants, volunteers, sponsors and all parties that who were involved and gave full commitment and effort in putting together excellent presentations and contribution in making MyGOSSCON 2012 a great success.

There were 15 international and local speakers, over 800 delegates, 28 exhibition booths, launch of 2 new products developed by OSCC MAMPU, prize giving of awards and an OSS-Community Birds-of-a-Feather session.

This event has brought together an excellent mix of CEOs, CIOs, CTOs, industry leaders, academicians, open source communities and government officials, providing a solid platform to share ideas knowledge, experience and discuss current issues and challenges in enhancing efficiency and productivity of business and public service delivery.

The informative event has covered a wide variety of topics which are aligned with the conference theme “Open Source : The Next Generation of Digital Transformation”.  

This year's conference was a meaningful affair for the winners of MyGOSS 2012 Award; an award to recognize and acknowledge government agencies in their efforts in implementing open source software to promote service excellence and effective use of ICT.

In line with our initiatives to promote creativity, a National Creative Multimedia Content Competition was held in conjunction with the conference. The competition was opened to all secondary schools, Institutes of Teacher Education and matriculation colleges to introduce and encourage the use of open source software in the education system.

We believe this conference has provided overwhelming opportunities for exchanging knowledge, experience and ideas in OSS implementations and innovations which is important in enhancing the country's Public Service delivery.

We look forward to continue our effective collaboration and cooperation with all to bring the Malaysian Public Sector Open Source Software Program to the next level of success in the near future.

MYGOSSCON 2012
The Malaysian Government Open Source Software Conference (MyGOSSCON) is the Public Sector's Open Source Software (OSS) event, held annually and this year is the 6th year of the event. The event is organized for all interested in the development and implementation of Open Source Software (OSS). MyGOSSCON 2012, as in the past, continue to received overwhelming response from the Public Sector, business organizations, the Education Sector and the OSS community, drawing both local and international participation.

After almost ten years of the Government of Malaysia's leadership in the OSS initiative in the Public Sector, it has successfully changed the landscape of ICT in Malaysia. This is in line with the global progress and trend of OSS - OSS has become mainstream.

During the same period, a new era of ICT has brought about many new technologies and business models such as mobile, social media and cloud computing. The new era of ICT is widely based on Open Source, Open Standards and Open Innovation. This new era of ICT has also changed the ICT industry as well as how ICT has been used as a catalyst for economic development, thus has transformed the role of OSS, compared to ten years before. Thus, the theme selected for this year's conference was “Open Source: The Next Generation of Digital Transformation”.

The one day event, held at Shah Alam Convention Centre (SACC), was full with opportunities for knowledge sharing and exchanges of ideas on technology trends and best practices in enhancing efficiency and productivity of public service delivery and business.  Malaysia's economic development towards the year 2020 is driven by national transformation initiatives such as the Government Transformation Program (GTP), Economic Transformation Program (ETP) and Digital Malaysia (DM). OSS plays an important role in supporting digital transformation in particular and national transformation in general.

MyGOSSCON 2012 has witnessed the launching of two new OSCC products.  The products are MyBooking and MyDocManager.

MyBooking is an online web-based system that helps Public Sector agencies to manage meeting rooms and related resources.

Showcase Exhibition
MyGOSSCON 2012 Showcase Exhibition had a total of 28 booths by government agencies, OSS vendors and the OSS community. It successfully showcased innovative OSS initiatives by public sector agencies, and leading product and services by established OSS service providers.

National Creative Multimedia Content Competition
Offering lucrative prizes totalling RM16,700, the competition was aimed at demonstrating how OSS can be the platform for creative multimedia content productions and not just for the techies. It was open to all students from secondary schools, institutes of teachers education and matriculation colleges all over Malaysia.  The competition was organised in collaboration with the Ministry of Education (MoE).

Malaysian Government Open Source Software (MyGOSS) 2012 Award
MyGOSS 2012 Award was an award initiated by the Malaysian Public Sector Open Source Competency Center (OSCC), Malaysian Administrative Modernisation and Management Planning Unit (MAMPU). This award was to recognise and acknowledge the Public Sector Agencies for their efforts in developing and implementing Open Source Software (OSS) that promotes service excellence and effective use of ICT. This award was open to all agencies and organisations in the Malaysian Public Sector.  The award offered prizes totaling RM11,500.00.

Birds-of-a-Feather (BoF) Social Networking Session
The BoF session was a lively event in which the vibrant OSS community of enthusiasts, developers and vendors participated in lightning talks, impromptu discussions and social meet-ups.

Digital transformation in the new era is shaping the lifestyle of the present generation while complementing the National Transformation Agenda and putting emphasis on innovation, creativity and productivity. MyGOSSCON 2012 was the platform to be updated with the latest achievements, trends and directions in Open Source Software (OSS); how OSS is driving new technologies like mobile, cloud computing and big data.  This in turn connects us to global community enabling us to interact in real-time, increase knowledge and enhance public service delivery.  Strong partnership among public sector, private sector, academicians and OSS communities drives a vibrant OSS ecosystem, towards enabling the country to achieve a developed nation status by 2020.

OSS Delivers For Better Government Digital Transformation Open Source Software has defied its sceptics and has become a mainstream business. Its developments and innovations are in line with emerging government trends as reported by IDC for 2012: operational efficiency, mobility, smart government and economic sustainability. Governments at the national, state and local levels across the globe are requiring adoption of Open Source philosophy and technologies towards better Government Digital Transformation. At the forefront, OSS technologies are powering solutions for Open Government and Open Data.
Open Source Paving The Future Of Cloud, Big Data, Mobile And Social Strategies Open source development and innovation are overtaking conventional development and leading innovations in new technologies: cloud, big data, mobile and social business. Open source solutions power social media and networks while catering for the ever changing requirements and demands. On mobile, open source dominates the operating systems platform, with significant share of mobile applications developed on open source.
Licensing, Ownership And Innovation Open source model of innovation does not only seem practical in the software industry, but also in various other industrial contexts and the public sector. Session for exploration of the determinants of open source license choice and how the licensing policies and decisions shaped not just by the preferences of the licensor itself, but also by that of the end users of government sector. The rise of Open Source movement presents an opportunity for developing countries to participate in frontier innovation.
Open Source Towards Self Reliance And Nation Building Organisations are increasingly adopting open-source software as a way to gain competitive advantage rather than just a cost-savings measure. Open source development model provides the resources and mechanism towards building knowledgeable, collaborative and innovative community. Open source also contributes in nurturing knowledge society and knowledge economy toward becoming high income nation. It can play a strategic role in increasing national competitiveness and making Malaysia as technology exporter.
